Bel Air's identity has gone through several different versions from 1780 to the present. Aquilla Scott who was granted land that was called "Scott's Improvement Enlarged," designed the town on a piece that he called "Scott's Old Fields." A few years later, the town had expanded when local politicians, traders, and innkeepers purchased lots from Scott, and county commissioners decided to change its name to the more appealing "Belle Aire." In his deeds, Scott did not write a letter, changing the town's name to, "Bell Aire." In 1798, the court records added two more letters which is when "Bel-Air" was born. During this time, Bel Air began to become more prominent. In 1782, less than two years after its founding the town became Harford's county seat. Daniel Scott (Aquilla's son) began the construction of a courthouse along Main Street. Although the town limits in the latter half of the 18th century comprised only one side of Main Street, the days after that Civil War saw a building and land-development boom, which remains at full speed to this day.
Bel-Air was part of a land grant that was granted by Daniel Scott in 1731. In March 1782 "Belle Aire" was declared as the county seat for Harford County. At the turn of the twentieth-century "e" became the county seat "e" was removed and"l" and the "l", as well as the "e", became obsolete in the following years. The town's incorporation was effective in 1874. The town started with 42 lots on Main Street centering on the Court House and the county jail and sheriff's residence. Through the years the population slowly grew to around 200 people by 1865. The introduction of the canning business, the Ma & Pa railroad, and related financial businesses accelerated the growth after the Civil War. Although the town experienced periods of rapid growth, followed by slow growth in the next century, Bel Air's place as the center of government and commerce were expanding.
