Is the state of Guyana only getting 2% of it's mineral oil from exportation revenues?

This to my mind is totally un-acceptable.

At least 5% would be more realistic, considering all they have to do is connect, and suck up this Crude from underground.

I still want to know EXACTLY how much will Guyana get from each barrel of crude oil sucked out of the ground.
